3-mana Naya modal instant with three modes: damage a creature/PW equal to twice your creature count, pump all creatures +1/+1 with trample, or create two 1/1 Citizen tokens. Signature in tokens-go-wide and aggro shells where all three modes are live and synergistic — the damage mode doubles as creature removal when you flood the board, the pump mode closes games, and the token mode builds the board. Damage mode is dead without a critical mass of creatures.
