Rationale

3cmc instant in GWU — puts a target spell, nonland permanent, or graveyard card on top or bottom of owner's library (their choice). Extremely flexible catch-all interaction that doubles as a counter, permanent removal, and graveyard hate in one card. Signature in Bant control and tempo shells for its unique breadth. The owner's choice of top/bottom slightly blunts its potency in Commander (vs. 3 opponents who will always bottom it), making it tier-2 there; in 1v1 Brawl the immediate tempo swing is more decisive.

  • The owner chooses top or bottom, not the caster — this means opponents will almost always choose bottom of library, effectively making this a slow tuck rather than a true bounce or exile, which limits its pressure in 1v1 and Commander alike.
