Rationale

1cmc colorless artifact with two static effects: unlimited hand size and a replacement effect redirecting forced discards to the top of library instead of the graveyard. Signature in wheels decks (opponents' forced discards via Windfall/Wheel of Fortune go to library instead of graveyard, letting you keep good cards and deny graveyard setups) and as a cheap anti-discard hedge in control/stax. Actively conflicts with any strategy that relies on filling the graveyard (reanimator, self-mill, dredge).
