Rationale
2cmc artifact that restricts all players to untapping only one land per turn while it remains untapped — a classic stax-prison lock piece. Signature in stax-prison shells that exploit the asymmetry via untap effects (Seedborn Muse, Unwinding Clock, tap-to-sac outlets) or artifact-heavy mana bases (mana rocks bypass the restriction). Actively conflicts with ramp-big-mana and lands-matter strategies that depend on multiple land untaps, and harms aggro by stalling the whole table's tempo. Brawl rating drops to fringe because 1v1 stax symmetry is harder to break and the card locks the controller out too without dedicated support.
Learnings (3)
Winter Orb's lock is self-breaking by design: tapping it before your end step (via a sac outlet or tapping it to pay a cost) allows all players to untap normally on their next turn, giving the controller a safety valve.

The most common Winter Orb asymmetry exploit in Commander is pairing it with Seedborn Muse or Unwinding Clock — the controller untaps all permanents on each opponent's turn while opponents are locked to one land.

Winter Orb does not restrict artifact mana sources (mana rocks), so decks with a dense rock package suffer far less from the lock than land-dependent opponents — this is the core reason it clusters in artifact-heavy stax shells.
