Net effect is neutral on cards (discard 1, draw 2, -1 in hand) but generates 2 Treasures for future mana, making it valuable in Treasure-matters and red spellslinger shells that want both card filtering and mana acceleration. Too slow and card-neutral for aggro or burn, where the discard cost and 4cmc are painful.
