Rationale
Celeborn is a 4cmc 3/3 elf lord-adjacent creature that scries when you attack with elves, then pumps himself based on how many cards were scryed past. Both triggers demand a wide elf-attack board to matter: no elves attacking means no scry, no pump. The ceiling (massive end-of-turn power boost from mass scry) is real but requires dedicated elf-go-wide setup, and the pump vanishes at end of turn making it mostly an aggro-swing card rather than a persistent threat.
Learnings (3)
Celeborn's pump trigger fires for each card *looked at* while scrying, so cards that let you scry 3+ (e.g. Ezuri's Predation, Shared Animosity type effects in elf shells) can turn him into a surprisingly large attacker for one turn.

The power boost is until end of turn only — Celeborn does NOT retain +1/+1 counters, making him a poor voltron/counters payoff despite the apparent synergy with scry-matters builds.

In elf typal Commander, he competes with Ezuri, Renegade Leader and Lathril, Blade of the Elves for the 4cmc slot and typically loses the comparison due to needing both scry density AND elf-attack density simultaneously.
