Rationale
4-mana enchantment with two powerful ETB triggers: exile one nonland permanent per opponent until it leaves, plus a recruit loot that may create a 1/1 Human Soldier token. In Commander (3 opponents) it can exile up to 3 permanents, scaling impressively; in Brawl it exiles one but the recruit draw/token is still strong value. Signature in flicker/blink shells (re-triggering the exile to reset targets) and control (mass removal + looting). The enchantment type (sticky vs creature removal) and multiple ETBs make it a removal-magnet but resilient to creature-only sweepers.

The exile effect scales with opponent count — in a 4-player Commander game it functions as a 3-for-1 mass removal enchantment, which is dramatically stronger than its 1v1 Brawl version that only exiles one permanent.

Because the exiled cards return when the enchantment leaves, flicker effects that bounce-and-replay this enchantment (e.g. Conjurer's Closet) do NOT permanently exile — re-triggering refreshes the exile window but the old exiles return when the original leaves, so it is not a permanent removal combo.
