Rationale
Fierce Guardianship is a free counterspell for noncreature spells as long as you control your commander — a near-universal condition in Commander/Brawl, making it a pitch-counter of comparable power to Force of Will without the card-disadvantage or life cost. It is a Game Changer (bracket 3+), defining blue control and combo shells that need zero-mana interaction. In Limited it's unplayable (no commander context); in Brawl it's tier-1 (1v1, tapping out is common and free interaction is invaluable).

Unlike Force of Will, Fierce Guardianship has zero additional cost beyond the commander-on-field condition — no life payment, no card exile — making it strictly better than Force of Will in Commander once your commander is in play.
