Rationale
Jill enters as a 2/2 bounce effect (ETB removes a threat), then transforms via a 5-mana activated ability into Shiva, a 4/5 Saga Enchantment Creature: chapters I and II grant evasion each upkeep, and chapter III taps all opponents' lands (a punishing stax effect) before cycling back to Jill for another ETB bounce. The loop of bounce + mass-tap + evasion grant gives control and tempo shells an incremental, repeatable engine; in Brawl's 1v1 setting, the Cold Snap land-tap is often a near-Time Walk, boosting it to tier-1.
Learnings (3)
Shiva's chapter III (Cold Snap) taps ALL lands opponents control at instant timing relative to their untap step — in a 1v1 Brawl game this effectively skips the opponent's mana for a turn, making the loop extremely punishing in that format.

The transform activation on Jill costs {3}{U}{U} at sorcery speed, meaning the full loop (ETB bounce → transform → Saga counters → Cold Snap → return front face) takes a minimum of two full turns after Jill first resolves.

Shiva is a Saga Enchantment Creature simultaneously, so it benefits from both enchantment-matters and creature-matters payoffs, and is harder to remove than a vanilla creature since it requires noncreature enchantment removal or exile effects in addition to creature removal.
