Rationale

3cmc 4/3 Legendary Lizard Rogue that exiles the top X cards of an opponent's library each upkeep (X = outlaws you control) and lets you cast them that turn. The static ability converts stolen creatures into Mercenaries, enabling tribal synergies. Power scales heavily with outlaw count, making it a signature commander for Rakdos outlaw-tribal shells; in non-outlaw builds it's a mediocre beater.
