Rationale

Leyline Binding is a flash enchantment that exiles any nonland permanent an opponent controls until it leaves — effectively unconditional removal at instant speed. Its domain cost reduction makes it as cheap as {W} in five-color or near-five-color decks, making it one of the most efficient removal spells in multicolor Commander and midrange shells. In Brawl it drops a tier because mono-white or two-color decks rarely hit the full domain discount, often making it an expensive 5-6 mana removal spell.
