Rationale

A 7cmc 7/7 flying Elder Dragon that grants storm to all instants and sorceries you cast — a powerful late-game engine that turns any multi-spell turn into a cascade of copies. This is a defining storm/spellslinger payoff in Izzet shells, particularly as a commander, where building toward a big spell turn with cantrips and rituals can end games. The 7cmc slot and the need for multiple prior spells in a turn make it slow to set up, and Ward—Pay 5 life, while punishing, doesn't protect against exile or bounce.
