Rationale

Rhys is a 1-mana GW legendary Elf Warrior with two activated abilities: a {2}{G/W} tap to make a 1/1 Elf Warrior token, and a {4}{G/W}{G/W} tap to copy every creature token you control. The second ability is a defining token-doubling engine — the signature payoff for tokens-go-wide strategies, especially those that accumulate varied token types (Rhys copies all of them). As a commander, he leads Selesnya token strategies almost exclusively; as a 99-card inclusion he remains a powerful go-wide engine but needs a token board to shine. His 1/1 body is trivially removed, making him a removal magnet.
