Rationale
Samut grants split second to ALL your instants and sorceries, effectively locking opponents out of responses — stacking this with any meaningful instant or sorcery creates an uncounterable, un-respondable threat. At 2 mana with a 2/1 body this is wildly over-rate for a spellslinger commander; she's a defining combo and control piece (cast a draw spell with split second, storm off, etc.) and shuts down reactive decks entirely. Active anti-synergy with stax-prison and hatebears, which rely on activated abilities to generate their lock pieces.
Learnings (3)
Split second on ALL instants and sorceries means opponents cannot activate abilities (non-mana) or cast spells in response to any of your spells — this includes crack fetchlands, activate Aetherflux Reservoir, or tap Maze of Ith, turning every cantrip into a soft-lock.

Samut does NOT grant split second to her own casting or to noncreature permanents like artifacts/enchantments; opponents CAN respond to Samut herself entering the battlefield before her static applies.

In cEDH, Samut as commander enables a near-impenetrable combo-protection layer: cast a tutor or ritual with split second to guarantee the chain resolves without any window for disruption, making her a Tier-1 competitive commander despite the mono-blue 2/1 body.
