Rationale
Victor is a 3cmc 3/3 legendary that rewards enchantment density (Eerie trigger) with escalating effects per turn: first trigger surveil 2, second forces each opponent to discard, third reanimates any creature from any graveyard. This three-mode escalation is signature in enchantment-matters shells and synergizes strongly with Room-heavy builds from Duskmourn. In Limited it's a bomb — surveil + discard + free reanimate on the same creature is backbreaking. In Commander it's powerful but needs enchantment/room density to fire all three modes reliably in a turn, making it a build-around.

Victor's three Eerie modes all fire in the SAME turn if you trigger Eerie three times that turn — e.g. cast an enchantment, fully unlock a Room, and cast another enchantment. Tracking 'times this ability has resolved this turn' is cumulative within one turn, resetting each upkeep.
