Rationale
A 6cmc 5/5 flash flyer that mass-blinks any number of your own permanents until the next end step — triggering ETBs on return and protecting key pieces from removal. Signature in ETB/flicker shells where it can reset multiple permanents at once; flash means it doubles as an instant-speed protection piece mid-combat or in response to a boardwipe. The delayed return at end step (not immediately) means it doesn't re-trigger ETBs on the same turn it enters, and lands enter tapped, tempering its power vs. a dedicated Conjurer's Closet.
Learnings (3)
The ETB returns permanents at the BEGINNING OF THE NEXT END STEP, not immediately — this means if Silver Surfer enters on your main phase, blinked creatures return at your end step and cannot attack that same turn, and ETBs trigger at end step (during a cleanup-adjacent window where sorcery-speed responses are limited).

Because the return is delayed to end of turn, Silver Surfer is best used at instant speed (flash) in response to a sweeper — the exiled permanents dodge the wrath and return safely at the next end step.

Lands blinked by Silver Surfer enter tapped on return, which can be a meaningful tempo loss if you flicker multiple lands to protect them from a mass-land-destruction spell.
