Rationale

3cmc artifact that reduces creature spells of the chosen type by {2} — effectively a tribal Sol Ring for any creature-type deck. Universally defining in tribal Commander shells (Elves, Goblins, Dragons, Slivers, etc.), where it often means playing your tribe for free or near-free. Dead weight outside tribal-dense strategies, so it doesn't slot into bracket 5 cEDH (too slow, no tribe density there), and bracket 1 precons rarely feature it.
