Rationale

Gisa is a 5cmc 4/4 that pumps Skeletons and Zombies with +1/+1 and menace, and generates two 2/2 Zombie Rogue tokens (once per turn) whenever you commit a crime. She is a signature commander and 99-card inclusion in Zombie typal and token-go-wide strategies; the crime trigger fires easily in black via targeted removal, discard effects, or reanimation targeting opponent graveyards. In Brawl she's more impactful as a commander where the crime trigger is consistently accessible at 25 life; in multiplayer EDH she's tier-2 because the once-per-turn restriction and 5-mana cost limit her ceiling versus faster token engines.
