Rationale
1cmc black sorcery — search library for any card, shuffle, put it on top, lose 2 life. The black Vampiric Tutor analogue: same "top of library" restriction and life cost but at sorcery speed, making it strictly weaker. Still a premier any-card tutor in black combo/cEDH shells (Doomsday, Storm, Reanimator) that want maximum redundancy. Illegal in Brawl, and sorcery speed limits its Brawl-equivalent impact. Officially a Game Changer, placing it firmly in brackets 4–5.

Imperial Seal is strictly weaker than Vampiric Tutor (same effect, same cost, but sorcery vs. instant) — yet both see heavy cEDH play because black combo decks want every copy of this effect for maximum consistency.
